The figurative translation of the phrase "Wir Halten Für Sie Den Kopf Hin" would be "We Are Taking The Rap For You". You can see a protestor with blood running down his face. So this sentence is used in a literal and figurative way at the same time, meaning that protetestors expirience police violence (f.e. on their head) while protesting for a general cause. The poster shows the nuclear plant Brokdorf. So it's most arguagbly about the so called "Hamburger Kessel" in 1986. Protestors against the nuclear plant faced a controversial and illegal police operation.
